Old Testament Commentary ~ Joel
 1  The land devastated
2  The day of the Lord coming; refreshing and the Spirit
3  Wicked nations punished; God's people blessed
How the latter rain is related to the judgment

Note:
Joel describes clammily and restoration relative to his time in history but even more so does he speak also for the end of time. The angel Moroni particularly recited Joel chapter two verse 28 to the end and this is clear as we read it that as stated to Joseph by Moroni, was about to come to pass as meaning those events of the last days leading up to the Second Coming of Christ. The first part of the book, through 2:17 tells about calamity. The rest is promise of restoration. The sequence of end-time events seen in this book is the same as we find it elsewhere in the Scriptures. The theme of the book is as stated in Joel 2:1 is to blow the trumpet of warning declaring the 'Day of the Lord', even his Second Coming events.
