14 But if her husband altogether hold his peace at her from day to day; then he establisheth all her vows, or all her bonds, which are upon her: he confirmeth them, because he held his peace at her in the day that he heard them.
  15 But if he shall any ways make them void after that he hath heard them; then he shall bear her iniquity.
  16 These are the statutes, which the LORD
commanded Moses, between a man and his wife, between the father and his
daughtera, being yet in her
youth in her father's house.

the father and his daughter The oaths and covenants made and put
into force particularly by the ordinances of salvation are administered in,
by and through the struture of the Lord's priesthood. This entails the
administration of the priesthood heads in the homes by the fathers and
husbands so acting there. This chapter sets this order out and lays at the
feet of the father and husband the responsibility for overseeing and
administering this 'judgment upon daughters and wives. Done in righteousness
and according to the principles of the gospel this order it done in the
righteousness of the Lord, the responsibility being upon the priesthood head
of the home and not as one who exercises unrighteous dominion but rather
acting in the realm of the principles of mercy, justice, love and the gospel
upon those in his charge.
